The storm water project consisted of a Feasibility Study and Design which included a hydrologic and hydraulic analysis of a culvert draining a fully-developed 100 acre urban watershed.  The purpose of the study was to determine what size culvert can be constructed at Celia Avenue (dead-end street) that reduces structural and road flooding, and also avoids a 36” water main adjacent to the downstream headwall.  The study also included the analysis of a 900 foot roadway extension that would connect Celia Avenue to Bellaire Drive.  It was decided that building a culvert and raising the road was the most cost effective solution.  The design included a new 8’x5′ box culvert and 400 feet of road re-alignment.   Construction cost was $450,000.
