About Us

Our stone tower logo is a drawing of “Hollows Tower”, a four-hundred year old pele tower located on the Esk River in southern Scotland.  Hollows Tower is the only surviving structure which was built by the once numerous and war-like Armstrong Clan.  Its stone walls are five feet thick, and its narrow window slits were once used by the Armstrongs to rain arrows down upon their enemies.  It has been chosen as our corporate logo to represent the strength, perseverance, and longevity of this firm.

Mr. Armstrong founded Armstrong Glen in 1997.  Mr. Armstrong is an expert in structural and utility design, and has over 38 years of experience in the field of engineering.  Expertise includes:

  • Vehicular and pedestrian bridge design
  • Concrete/block retaining wall design
  • Non-standard concrete storm water boxes, headwalls, and spillways.
  • Large diameter water and sewer system design
  • Downtown re-development design
Josh Letourneau, PE
Senior Water Resources Engineer/Project Manager
Graduate of North Carolina State University

Mr. Letourneau has been with Armstrong Glen since 1999.  Mr. Letourneau is an expert in water resources engineering with over 19 years of experience in storm water capital projects and pond rehabilitation.  Mr. Letourneau’s expertise includes:

  • Preparation and review of hydrologic and hydraulic storm water models
  • Preparation and review of construction drawings and cost estimates.
  • Design of capital storm drain systems, including the preparation and review of planning studies.
  • FEMA CLOMR/LOMR studies
  • BMP/Pond rehabilitation and design
  • Water and sewer systems design

Mr. Parker has been with Armstrong Glen since 2008.  Mr. Parker has over 10 years of experience in water resources engineering.  Mr. Parkers expertise includes:

  • Preparation of hydrologic and hydraulic storm water models.
  • Preparation of planning studies, including: modeling, report writing, and public involvement
  • Water and sewer systems design
  • FEMA CLOMR/LOMR studies

  • Architectural, non-loading structure design
  • Non-standard concrete storm water boxes, headwalls, and spillways.
Emily Fender, PE

Ms. Fender has been with Armstrong Glen since 2014.  Ms. Fender has over 4 years of experience in structural design and water resources engineering.  Ms. Fender’s expertise includes:

  • Design of non-standard concrete storm water boxes, headwalls, and spillways.
  • Storm water modeling
  • FEMA CLOMR/LOMR studies
  • Dam break analysis
Patrick Watkins
CAD Technician

Mr. Watkins has been with Armstrong Glen since 2016.  Mr. Watkins has over 20 years of experience in CAD drafting, with expertise in AutoCAD 2016 and Microstation.

Mrs. Hardin has been with Armstrong Glen since 2017.

Mrs. Benson had been with Armstrong Glen since 1998.  Mrs. Benson is responsible for invoicing, accounting, and marketing.
